Lake Isabella Dam Project

         Mr. Bolton considers Oregon home but lived in many different places while growing up.  These included Oklahoma, Colorado, Oregon, Ethiopia, Ankara, Turkey and others.  He received a Bachelor of Science Degree in Civil Engineer from Oregon State University in 1981. 

 

         Mr. Bolton worked for various Heavy Construction Contractors in Western United States from 1981-1986.  Locations included San Francisco, Dallas/Ft. Worth and Central Nebraska.  Types of projects included water structures, highways, and airport runways and facilities.  He held positions ranging from Field Engineer to Project Engineer.

 

        Mr. Bolton joined the Sacramento District in 1986 as a Civil Engineer in the EPA Grants Branch.   He worked various offices in Construction Branch in the District Office until the end of 1997.

 

        In 1998 Mr. Bolton transferred to the Sacramento Resident Office as the Office Engineer.   He then was promoted to the Assistant Resident Engineer.  He is also an Administrative Contracting Officer in the absence of the Resident Engineer.  In 2007 he was promoted to   Deputy Area Engineer for the Sacramento Area Office.   He served as the acting Resident Engineer for the Sacramento District’s largest civil works project, the Folsom Bridge Project, a $75 million project to build a segmental concrete bridge over the American River adjacent to the Folsom Dam.  He served as the Resident Engineer for a Flood Control project in the City and County of Napa, California valued at about $70 million from 2008 to 2016.  Currently Mr. Bolton has been selected as the Deputy Resident Engineer for the Isabella Dam Safety Project.  The project corrects dam safety deficiencies for the dam.  This project is one of the Corps of Engineers large Mega Projects.  Floyd is widowed as of October 2015 and has a 41-year-old stepson, William and 3 granddaughters, ages 7, 4, and 3.

 

         His interests include yard work, traveling and playing Golf.
